For a tempered weapon:

1.

search a good rare weapon (for example 300%ed or more and other nice stats). if you need a elite, you can upgrade the weapon with a hammer. (act5 quest 2)

2. 

now, we temp the weapon, you need zod rune + 2 * jools + a perfect amethyst. the color changed from yellow to darkgreen. all stats saved and temp grants a bonus to 6maxdmg every char lvl

3.

search a good runeword   socks you can get by cubing the weapon with sockstones (purplestones) 2 stones = 2 socks and so on....

4.

use rw in the weapon... you finished your first tempered weapon
